Rule 31
Arrangements related to performance evaluation
: (1) To evaluate the performance of the police personnel, the form as mentioned in Schedule-7 will be used.
(2) Performance evaluation of police personnel should be done annually in terms of financial year.
(3) The division of the total marks of the performance evaluation of police personnel shall be as follows:
(a) Maximum marks that can be awarded by the invigilator – twenty
(b) Maximum marks that can be awarded by the Reviewer – Ten
(c) Maximum marks that can be awarded by the review committee – ten
(4) In the case of Metropolitan Police Precinct Chief and District Police Chief, the maximum marks given by the supervisor under sub-rule (6) and the chief district officer of the respective district will be twelve and eight respectively out of the twenty marks given by the supervisor as per clause (a) of sub-rule (3).
(5) Three copies of the performance evaluation form of police personnel from Deputy Inspector of Police to Additional Inspector General of Police rank shall be prepared annually, one copy to the Ministry, one copy to the Police Headquarters and one copy to the Public Service Commission in the case of police personnel from Superintendent of Police to Additional Inspector General of Police rank and in the case of other police personnel. It should be sent to the concerned police office. Two copies of the performance evaluation form for police assistant inspectors and below should be prepared and one copy should be sent to the police office where the promotion committee's secretariat is located and the other copy should be kept in the relevant police office.
(6) Notwithstanding anything written in sub-rule (5), the regional police chief shall fill out the performance evaluation form in triplicate before the relevant regional administrator and additional inspector general of police and the head of the metropolitan police complex and the district police chief to the relevant chief district officer and sub-rule (7) ) should be submitted to the supervisor.

(8) Notwithstanding anything contained in sub-rule (7), if the supervisor of a police officer is not in the police office where he is working, an officer of the same rank as his supervisor working in the office supervising and supervising him in his day-to-day work, or if there is no officer of the same rank, such police officer shall It will not be considered as a hindrance to give marks as a supervisor of the employee.
(9) If a police officer who is a reviewer according to sub-rule (7) is rated as a supervisor of a police employee according to sub-rule (8), an officer of one level higher than such reviewer shall act as a reviewer of the concerned police employee. For example: Reviewer of Deputy Superintendent of Police working in Regional Police Offices instead of Deputy Inspector General of Police, Additional Inspector General of Police, District Police Office headed by Deputy Superintendent of Police, Reviewer of Police Inspectors working in Regional Police Offices and Regional Police Training Centers, instead of Superintendent of Police concerned Senior Superintendent of Police. > (10) There will be the following review committee to evaluate the performance of police constables, assistant constables, police constables and senior police constables:-
(a) Superintendent of Police – Chairman (b) Deputy Superintendent of Police – Member
(c) Inspector of Police – Member
(11) There will be the following review committee to evaluate the performance of Assistant Inspectors of Police, Deputy Inspectors of Police and Senior Deputy Inspectors of Police:
(a) Deputy Inspector General of Police – SecQ
(b) Senior Superintendent of Police – Member
(c) Superintendent of Police – Member
(12) There will be the following review committee for performance evaluation from Inspector of Police to Superintendent of Police:
(a) Inspector General of Police – Chairman
(b) Additional Inspector General of Police or Deputy Inspector General of Police appointed by the Inspector General of Police – Member
(c) Joint Secretary, Ministry (See Police Administration Division) – Member
(13) There will be the following review committee to evaluate the performance of Deputy Inspector General of Police and Senior Superintendent of Police:
(a) Secretary, Ministry – Chairman
(b) Inspector General of Police – Member
(c) Additional Inspector General of Police (Human Resource Development Department of Police Head Office) – Member
(14) There will be the following review committee for performance evaluation of the Additional Inspector General of Police :
(a) Secretary, Ministry – Chairman
(b) Inspector General of Police – Member
(15) In evaluating the performance of the Inspector General of Police, the work of the supervisor and reviewer will be done by the Secretary of the Ministry and the work of the review committee by the following committee:
(a) Chief Secretary to the Government of Nepal – Chairman
(b) Secretary to the Ministry – Member
(16) While calculating the performance evaluation score for the purpose of promotion, the number of years of service required to be a potential candidate for promotion shall be calculated from the average of the last year's performance evaluation form. But,
(a) If there is no performance evaluation in accordance with this regulation, and for the purpose of promotion, if the marks for performance are to be calculated, the total marks obtained from the performance evaluation of the previous financial years completed in accordance with the Police Regulations, 2049 shall be converted into a whole number of forty and the obtained marks shall be determined accordingly.
(b) For the purpose of the number of years of performance evaluation form required to be a potential candidate for promotion in accordance with these regulations, the marks of the performance evaluation filled in accordance with these regulations for the first year and the sections of the previous three yearsAccording to (a), for the second year, the score of the performance evaluation filled in accordance with this regulation for the last two years and for the previous two years, according to clause (a), for the third year, the score of the performance evaluation filled in accordance with this regulation for the last three years and for the previous one year The average score will be calculated as per (a).
(c) In the case of posts requiring more than four years of service to be a potential candidate for promotion, the performance of the last four years will be calculated from the average of the evaluation form.
(17) In case of going to foreign study or foreign training or being suspended and the suspension has been released, for the performance evaluation of that period, if the performance evaluation of the year immediately before going to such study or training or suspension has been done, the performance of the same year and if such performance evaluation has not been done, the performance filled after appearing The marks will be calculated in the same ratio as the marks obtained in the evaluation.
(18) For the purpose of evaluating the performance of the period spent on the mission for the service of the United Nations, the police personnel assigned to such a mission shall fill in the performance evaluation form and send it to his supervisor through the UN branch of the police headquarters along with the recommendation of the senior commander assigned to the mission on behalf of the Nepal Police. But in the case of a senior commander, he has to send his performance evaluation form to his supervisor through the UN branch of the police headquarters.
(19) The performance evaluation form of police personnel should be filled and sent as follows within the following period:
(a) Every police employee shall submit the number of performance evaluation forms mentioned in sub-rule (5) to the supervisor before the 7th day of Shravan.
(b) The supervisor should evaluate the performance evaluation form received from him and submit it to the reviewer by the end of the year. But the Chief District Officer evaluated the performance form submitted to him and Shravan MasanBy then, one copy should be sealed and sent to the Ministry and one copy to the police head office and one copy should be kept sealed in one's own office.
(c) The reviewer shall evaluate the performance evaluation form submitted to him by the supervisor and submit it to the Police Head Office for the evaluation purpose of the review committee within 22nd of August.
(d) The review committee should be able to evaluate the performance by October 22 and the form evaluated in this way should be sealed and kept safe.
(20) While filling the performance evaluation form, the guidelines mentioned in schedule-8 should also be followed.
(21) If the score given in the performance evaluation form of a police employee appears to be inappropriate with the level of work and efficiency performed by him, the review committee may seal and return such form to the relevant supervisor and reviewer for re-evaluation.
(22) The form received according to sub-rule (21) shall be re-evaluated by the supervisor or reviewer and sealed and sent to the review committee within 7 days.
